GENERAL MANAGER

Paul Larsen

The General Manager of WestNet Rail (WNR) heads the WNR leadership team, representing a number of business units which may be grouped into:

INFRASTRUCTURE

Leadership team member:
Jelle Sibma

The Infrastructure Group is responsible for ensuring the effective maintenance and development of WestNet Rail’s railway infrastructure, including the permanent way (track), railway signalling and communications systems. Within the group there are several functions:

Control & Communications Systems
Control & Communications Systems manager:
John Ursich
The Control and Communications Systems team is responsible for the provision and maintenance of train signalling, active level crossing warning systems, data and mobile communications systems and train control technology assets on the WestNet Rail network.
C&CS includes an engineering function, a drafting office, a communications team, and metro/regionally-based rail signalling teams.

Engineering Standards & Services
The Engineering Standards & Services team is responsible for the development, implementation and auditing of railway infrastructure standards; undertaking incident investigations; establishing asset management processes/ systems and the provision of other related technical services.

Civil Maintenance
The Civil Maintenance team is responsible for maintenance planning, asset condition monitoring, program management, and the coordination of contracted-out O&M services across the WestNet Rail network. The team includes an engineering function, as well as regional Per Way (railway track) teams, who are directly responsible for carrying out inspections and maintenance of WestNet Rail’s rail infrastructure, in conjunction with our primary contractor, John Holland.

Major Projects
The Major Projects team includes an engineering function and a technical/drafting function, together responsible for the planning, design and implementation of major capital projects (e.g. re-sleepering of the railway track), whilst ensuring that project designs meet operational requirements and specified engineering standards.

Special Projects
The Special Projects team is an engineering function responsible for assessing feasibility and acquiring appropriate approvals for non-standard projects and then undertaking the planning, design and implementation of work required. The team is currently primarily concerned with developments in WA’s Mid-West, to upgrade and extend the WestNet Rail network in the region to support several iron ore clients.

 

ACCESS MANAGEMENT

Leadership team member:
Kevin Kinsella

The Access Management Group is responsible for the safe and efficient provision of Track Access over the WNR network by:

• Providing track access (pathways) for all above-rail operators and work windows for infrastructure upgrades and maintenance activities on the network.
• Ensuring all operators and infrastructure maintenance personnel on the network are managed efficiently whilst maintaining safeworking protocols in accordance with the Rail Safety Regulatory framework.
• Ensuring access management and customer support services including billing and pathway provisions are managed in accordance with the Rail Access regulatory regime.

The Access Management Group includes a Network Planning team, who schedule train pathways; a Train Control team, who control the activity on the network; and a Safeworking team, who ensure that operations on the network are carried out safely and in accordance with Rail Safety regulations.

SAFETY & COMPLIANCE

Leadership team member:

The role/responsibility of the Safety and Compliance team is to ensure that regulatory, technical, operational and safety compliance obligations are achieved and maintained, with a particular focus on maintaining WNR’s Operating Licence “Accreditation”.
Functions include:-
• Managing Health and Safety processes – (preventative programmes, monitoring, reporting, injury investigation, injury management and mandatory medicals).
• Managing Rail Accreditation (technical and operational compliance) processes with the Rail Safety Regulator
• Managing WestNet Rail’s technical document and data control processes;
• Managing operational rail incident investigations and regulatory occurrences
• Managing Technical and Operational Risk Management processes
• Managing Technical and Operational Internal and External auditing processes
• Managing Access Permit requirements
• Managing the Access Segregation Regulatory requirements
• Provision of advice, counsel and documented information on health and safety issues
• Coordinating technical training and certification requirements
• Coordinating and monitoring environmental compliance

COMMERCIAL

Leadership team member:
Allan Rose

The Commercial team is responsible for ensuring that WestNet Rail makes a satisfactory return to its shareholders through existing and new business.

This is achieved through:
• Management of the Access Regime for WestNet Rail;
• Negotiation of commercial and legal terms of Access Agreements for new operators;
• Management of commercial terms of existing access agreements including review and indexation pricing and contractual disputes;
• Monitoring and reporting on the commercial performance of contractual obligations within access agreements;
• Management of the Strategic Planning Process for WestNet Rail;
• Management of the Lease of Rail Network, including the relationship with government and issues arising;
• Preparation and achievement of revenue budgets for WestNet Rail activities;
• Management of Risk Management Reporting to the Board and implementation of required insurances for the business.
• Implementation of new opportunities through negotiation of prices, terms and conditions.

 

BUSINESS DEVELOPMENT

Leadership team member:
Paul Hamersley

The Business Development function works closely with the Commercial team to a common goal, with particular responsibility for;

• Identification and development for WestNet Rail of new business opportunities from conception to implementation;
• Liaison with government departments to procure the appropriate funding and approvals where required;
• Management of other key stakeholder relationships, such as port authorities etc.
